the healthcare system in state prisons. not only did they come out on top in the united states but in the world. he says california has provided more beds and built or ren nateed -- renovated healthcare facilities. court documents say the prison conditions have vastly improved making the judge's ruling no longer necessary. >> i'm hopeful we'll prevail in the 9th circuit. if not, we have a direct appeal to the scattered showers and we'll -- to the supreme court and we'll go there if needed. >> reporter: he slammed 25 federal reports which he says nit-picked california's perfectly fine prison system. he believes the reports were a waste of money. now, brown wants to get out from under the court order that requires california to spend more than $440 million a year sending inmates to prison in other states. the population in the state's 33 prisons has been reduced by more than 27,000 inmates since 2011. and he says this could force the state to release dangerous inmates. he wants the cap to 2009. now, that decision was upheld by the u.s. supreme court in 2011. so far the federal judges have said th

the state has added beds and built or renovated healthcare facilities and that's helped to solve the problem here. now, federal judges presented the state with a deadline, midnight last night to file plans for further reducing the prison population but instead, state attorneys filed a motion hours before the deadline saying the requirement for acceptable prison healthcare has been met. governor brown wants to get out from under the court order that requires california to spend more than $440 million a year sending inmates to prisons in other states. the governor has also said that the court-ordered reducks could release drugs -- reduction could release dangerous or violent inmates. the population has been reduced by 24,000 inmates since october 2011. federal court orders found the state was putting inmates in unsafe conditions. federal officers say the governor will hold a press conference, two of them, one in los angeles and one in sacramento to trump his efforts. we will be following it and let you know what he has to say. live from san quentin state prison, i'm tara moriarty, ktvu channel

, formally known as catholic healthcare west. we've changed our name about a month ago. we have been in the city about as long as did the government. about 1854. we represent a handful of organizations which are still in san francisco operating continually over 150 years to provide all of us service. in our case, its health care at st. francis and st. mary's hospital. our familiarity with the county and government starts from the very day that the sisters of mercy, who came over from ireland, got off on a clipper ship down by north beach. within a day, they got a knock on their door where they were staying. it was members of the san francisco board of supervisors who came to ask them to open san francisco general hospital, which they did. they ran it for four years until a very familiar thing happened, and that was the county board of supervisors had a dispute about how to pay health care bills. the sisters said we've had enough of that and went on to create st. mary's hospital. as you can see, very familiar with how the city works. even then, over 150 years. it is an important issue
